The Government of Puebla City has had a lot of changes; different administrations passed and none of them took into account the employees’ education level. Now, these employees are required to complete or to initiate their high school studies in an open program. This is a qualitative research and data was collected through a focus group: open questions. This questionnaire was applied to 13 participants from 2 different groups studying high School in an open program. It was found in the research that this require force students to conflict their schooling, working, family and personal life.
