PNIEB is a federal program which has a socio-cultural approach that incorporates social practices of the language, this program started to be proved in seven states mainly: Aguascalientes, Coahuila, Durango, Nuevo León, Sinaloa, Sonora and Tamaulipas; 1000 schools were chosen, among them 300 Kindergartens. These schools were characterized by their urban or semi-urban mode, they were already fully organized and finally they had two or three groups for grade. - This program plans to cover the whole country within no more than ten years from 2011, all the country has been divided in 3 groups, in a plan of three, five and ten years. Puebla is placed in the 5 years plan to have proficient teachers of English covering the four cycles. This program sets 3 hours per week during three days a week, at the end of the course there will be 300 hours.
